This quote comes from a long, interesting look at the increasing use of revenue producing speed cameras across the globe. They're touted as being unrelenting mechanical watchers, increasing the safety of the roads upon which we all drive. But, when money and politicians are involved, the scams, underhandedness, falsification of statistics, and even increasing accident rates in the name of making more money are all fair game. Read on and be educated, so you'll know the real reason when speed cameras start popping up in your town. P.S. - I hear an old tire, draped over a camera and filled with a few quarts of gasoline, makes a pretty little blaze that often renders said camera useless. FYI.
